Islamabad - The Federal Investigation Agency (FIA) has asked the Capital Development Authority (CDA) to hold a fact-finding inquiry and fix responsibility as it shared with the latter a list of 179 illegal khokhas (kiosks) functioning on encroached land in the city, allegedly in connivance with the CDA officials, it has been learnt reliably.

Hussain Asghar, Commandant Punjab Constabulary Farooqabad who is inquiry officer in the case of mushrooming of illegal katchi Abadis in Islamabad, had forwarded a list of 179 kiosks to the Director FIA Islamabad Inam Ghani for initiating necessary action against the officials from security, roads, land, enforcement, municipal administration and other directorates of CDA and other government departments who allowed the encroachers to develop and grow. The inquiry officer also referred the office memo of secretary to the PM dated August 10, 2015 on complicity of staff of CDA in mushrooming of katchi abadis in Islamabad. “During the investigation of katchi abadis and encroachments, it was noticed that there are a large number of illegal khokhas which are functioning on encroached land in Islamabad in connivance with the officials of security, roads, land, enforcement, municipal administration and other directorates of the CDA,” the letter said. The list of 179 khokhas also contained the names to whom it were allotted, year of allotment and names of the persons whom the kiosks were sublet for initiating necessary action as per the law against those who allowed the encroachers in developing their illegal business. Subsequently, the FIA director wrote a letter to the chairman CDA and asked him to hold a fact-finding inquiry and fix responsibility in each case. The director has also sought the present status of the kiosks from the CDA chairman. Earlier, the CDA high-ups had lodged their protest with the FIA over implication of its dozens of employees in the FIR in connection with mushroom growth of illegal slums without holding preliminary inquiry and probe. The CDA high-ups had demanded that such cases should be registered after giving the authority an opportunity to hold an inquiry into the matter and fix responsibility in each case. They were of the view that FIA interpreted the CDA officials’ list who served at the enforcement directorate and other positions responsible for checking encroachments in the city wrongly, which caused trouble for many innocents also.
