ISLAMABAD -  A senior official of the Establishment Division has shared minutes of the Central Selection Board meeting with the Prime Minister Office without approval of the Board Chairman Naveed Akram Cheema, The Nation has learnt reliably.

The Federal Public Service Commission chairman had chaired a four-day CSB meeting from January 9 to January 12.

In the meeting, the board reviewed promotion cases of more than 800 officers of grade-19 and grade-20 of different service groups to next grades. The CSB meeting recommended promotions of over 600 officers.

Well placed sources told that CSB Secretary Afzal Latif who also holds post of additional secretary Establishment Division shared details of the officers recommended for promotion by the CSB with Joint Secretary to PM Office Jawad Pal.

They said that Pal also shared these lists with his boss Secretary to PM Fawad Hassan Fawad and then sent back to Additional Secretary Afzal Latif after his approval.

They said that the Establishment Division would forward board minutes to Chairman Board Naveed Akram Cheema for reviewing them on Friday because he is out of the city for conducting interviews of the CSS candidates. After reviewing in details, sources said, Cheema would send back the minutes to the Establishment Division most probably on Tuesday.

The Establishment Division will send the CSB minutes to PM with a summary for taking his approval before issuing notifications of promotions of different services groups.

CSB Chairman Naveed Akram Cheema confirmed to The Nation that he was not present in the federal capital and would be back on Friday. 

A senior officer of the Establishment Division told The Nation that Jawad Pal is continuously in contact with Secretary Maroof Afzal and additional secretary of Establishment Division and conveying them instructions of his boss Fawad Hassan Fawad after the meeting of CSB last month.

He said that the meeting was held three weeks ago but unfortunately minutes of the board are still awaiting approval of the chairman and PM for promotions of officers.

Earlier, the chairman board had expressed his anger at the board members and officials of the Establishment Division for leaking the recommendations to media.

The Nation contacted spokesperson of Establishment Division Dr Masood Akhtar Chaudhry through a telephone call and text message but he did not respond.
