KARACHI - President Asif Ali Zardari has directed the government to initiate a nationwide programme for emancipation of women of the country under the name of 'Benazir Behan Basti Programme. Women holding Benazir Income Support Programme (BISP) cards will be given land to make houses, said Sindh Information Minister Shazia Marri while briefing the media at a local hotel on Monday. Advisor to Chief Minister Jameel Soomro was also present on the occasion. Marri said President Zardari issued these directives during a meeting at Bilawal House. She quoted the President as saying the programme should benefit the poor shelter-less women. The government would provide the land for the programme while it was planned to seek financial assistance from the Friends of Democratic Pakistan Forum (FoDP), she said. Marri said the president desired that regardless of the fact that the land was to be allotted to the women, other members of the household should also contribute in construction of the structures. The meeting held with President Asif Ali Zardari in chair which was attended by Sindh Chief Minister Qaim Ali Shah, Governor Sindh Dr Ishrat-ul-Ibad Khan, provincial ministers Pir Mazharul Haq, Dr Zulfiqar Mirza, Agha Siraj Durrani, Murad Ali Shah, Manzoor Wasan, Ali Nawaz Shah, Jam Mehtab Dahar, Ayaz Soomro and Shazia Marri. President Zardari once again emphasised the need of lining of canals and stressed upon the adoption of drip and sprinkler irrigation methods. In this regard, she said, there will be a meeting between Wapda and all provincial irrigation departments to prepare a comprehensive plan while a project would be launched to retrain the farmers in order to prepare them to use the modern technologies. She said President Zardari also gave directives to ensure that each district had an area marked for the pilot training programme for this purpose. The meeting also focused on providing the policemen with housing facilities. Zardari said we must turn our police force into better service providers. For the housing scheme, police land with various police stations will be utilised. The area is going to be used to construct high-rising building in order to provide quality housing for all police men and women, she added. Talking about jail facilities, Marri said, the President expressed the need to facilitate prisoners with improved conditions within barracks. For this, Zardari directed that additional barracks be built through out the country in order to fulfil the minimum requirement of space as per the jail manual. He also directed that lists of prisoners who are above 70 and women with minor children, not involved in heinous/anti-state crimes be prepared with a view to remit their sentence. Sindh Minister for Information told the media that various development programmes for Lyari were also reviewed and the president ordered that the Cardio Vascular Unit in Lyari General Hospital be made functional as soon as possible. He further expressed the desire the construction of a Nursing Training Centre and Hostel at the earliest. The governor and the chief minister informed Zardari that an area of 1,000 acres would be vacated on the Mauripur Road after shifting the truck stand to another site. President Zardari advised to use vacated land for constructing a public park and establishing the Lyari University, she added. Zardari reiterated the need for all political parties to work together in the spirit of political reconciliation. Online: Responding to the MQMs demands positively, President Asif Ali Zardari has extended the incumbent nazims tenure for further two months up to December 31 besides deciding to empower the provinces to appoint administrators or to hold local bodies elections next year, according to sources. It may be recalled the tenure of present local bodies will expire on October 16. President Zardari took the decision at Bilawal House on Monday during his meeting and consultation with Governor Dr Ishrat-ul-Ibad, Chief Minister Sindh Syed Qaim Ali Shah, Sindh Local Bodies Minister Agha Siraj Durrani and provincial Law Minister Ayyaz Soomro. According to sources, the president took Sindh government into confidence with regard to the local bodies system. The stance of coalition partner MQM on replacement of nazims with administrators was also discussed. Due to opposition of MQM, it was decided to extend the term up to December 31. The Ministry of Law has been directed to send the summary to the prime minister on empowering provinces about the local bodies system after the extended date.
