Impartiality, justice and fairplay These three words are not just the words a leader like the Quaid proposes as his philosophy of government but the essential rules and guidelines that must inform the conduct of any government if it were to run successfully. At the same time, accountability is also necessary for any institution to work efficiently. If accountability, along with the three cardinal principles mentioned afore, is applied on high level in any state through the instrument of a strong judicial system, everything else in the lower levels would automatically fall into place to work properly. -ASMA DILSHAD WARRAICH, Lahore, via e-mail, July 25.
