KARACHI - Sindh government has re-appointed more than 30 retired officers in various departments of the province violating its own policy in this regard, sources told The Nation. The provincial government has hired the services of 33 retired officers on contract basis and appointed them on 17 to 22 grades. It will be worth mentioning here that PPP government had terminated over 200 officers in grade 17 to grade 22, who had been appointed on contract basis during the previous regime, terming it injustice to the officials already working on various posts. According to sources, various officers who were appointed on contract basis by the previous PML-Q regime have got their contracts renewed by the present government. Ironically, the Sindh cabinet in a meeting held in April 2008, had decided to terminate all officers appointed on contract in various departments of the provincial government. At least three retired officers have been appointed in 22 grade on contract basis, official sources said, informing that Dr. Fahmida Hussain, an officer of Karachi University, has been appointed as chairperson Sindhi Language Authority Hyderabad for a period of two years while Aslam Sanjrani, a retired federal secretary has been given the charge of Managing Director Thar Coal and Energy Board for three years. Similarly, seven other retired officers have also been appointed in grade 21 on contract basis. They included Qasim Lashari, member (Judicial-I) Board of revenue Sindh, Shafiqur Rehman Paracha, reappointed as Project Director Lyari Expressway Resettlement Project, Abdul Hamid Akhund posted as chairman Task Force on Sindh Agriculture Department, Muhammad Ali Khaskheli reappointed as consultant Planning and Development, Shamsul Haq Memon appointed as consultant (Agriculture) Coastal Development Authority, retired DMG officer Syed Fasial Saud appointed as Managing Director Sindh Civil Servants Housing Foundation and Professor Anita Ghulam Ali deputed as Managing Director Sindh Education Foundation Government of Sindh. At least six more officers have been appointed in various departments in grade 20 while a few of them had also served on contract basis under previous government. According to a list available with The Nation, Ameerzada Kohati has been appointed as DG Malir Development Project, Baz Muhammad Junejo as member Technical of local government, Qazi Qamaruddin and Akhtar Chaudhry as members Sindh Service Tribunal, Laiq Zardari as DG Bilawal Institute of Historical Research Centre Nawabshah and Syed Sarfraz Ali Shah has been appointed as Director Hyderabad Development Package Hyderabad. The retired officers appointed in grade 19on contractual basis included Murli A. Gangaramani and as technical consultants for Privatisation of Sugar Mills in Sindh Industries Dept, Syed Abdul Qadir Shah as Superintending Engineer in Works and Services Dept, Rahim Bux Awan as conservator in Forests & Wildlife Dept, Abdul Majeed Bajari as consultant in Food Dept, Izhar Ahmed Dakhan as consultant for Sindh Employees Social Security Institute of Labour Dept, Altaf Hussain Soomro as consultant in RBOD Project and Nazar Muhammad Gaho has been appointed as political secretary at the Chief Minister's Secretariat. Meanwhile, Hamid Alwani, husband of MPA Humera Alwani, has been posted as OSD at Chief Minister's Secretariat, Syed Iqbal Hussain Shah as consultant Irrigation and Drainage Authority (SIDA) of Irrigation Department and Mriza Amjad Ali Mughal, retired headmaster of Education & Literacy, has been reappointed on the same post in education department. Similarly, over a dozen of officers have been appointed on grades 17 and 16 posts on contract basis. They included Raziq Hussain Rabbani in Sports & Youth Affairs Dept, Syed Izahar Hussain coordinator to Chief Secretary Sindh, Wali Muhammad Mallana as consultant in Law Dept, Muslim Abbasi consultant in Industries & Commerce Dept, Zafar Jawed Hashmani consultant to Senior Minister for Education and Criminal Prosecution, Asif Ali Shah and Irfan Ali Shah as consultants Excise & Taxation Dept, Umer Memon as Project Director Sindh Coastal Community Development Project (SCCDP), Ehsan Leghari as director Water Sector Improvement Project Phase-1(WSIP) and Aijaz Khan has been appointed as OSD to the chief secretary Sindh. Two officers, Suleman Dashti and Mukhtiar Ahmed Dharmrah, have been appointed as regional consultants to CM for Benazir Bhutto Shaheed Youth Development Programme.
