KARACHI - The Supreme Court Monday relegated three DSPs to the sub-inspector rank and turned back a Special Branch officer to his previous office of the Intelligence Bureau. Hearing a plea against the out-of-turn promotions at the SC’s Karachi Registry, a three-member bench of the apex court ordered the Sindh Chief Secretary to demote three DSPs, Abdul Jabbar Qaimkhani, Hamid Ali Bhurgari and Shahbaz Khan Mughal to the rank of a sub-inspector.A notification in this connection be issued on Tuesday (today), the court directed the chief secretary.Meanwhile, the court also ordered that Wahab Sheikh, an on-deputation officer of IB, who was promoted to a high office in the Special Branch, should be sent back to his previous department.The court said in its remarks that Sheikh’s appointment is illegal; and accordingly, he should be moved back to his previous department. It should be mentioned here that the additional IG appeared before the court as Sindh’s Inspector General of Police, Fayyaz Ahmed Leghari is abroad.Expressing disapproval of the chief secretary and Advocate General Sindh, the court remarked the higher judiciary’s orders are being brushed aside, adding illegal promotions were made in police department.The court, adjourning the hearing till Thursday, directed the chief secretary to appear before the court after scrutinising the out-of-turn promotions of 56 officers.Meanwhile, a DSP was arrested over waving his weapon in the Supreme Court’s Karachi Registry. According to sources, after hearing of out-of-turn promotion case, the petitioner Malik Maqsood picked his Kalashnikov out of his van and started waving it in the Supreme Court. On this, security guard not only arrested him but also shifted him to somewhere else. According to details, former Malir City DSP Maqsood Ahmed had been looking for posting for last ten months was allegedly beaten by the four top SPs and their security guards.The four SPs including Special Investigation Unit Chief Farooq Awan, former SIU Chief Raja Omar Khattab, Anti-Car Lifting Cell Chief Khurram Waris and CID SP Mazhar Mashwani.DSP Ahmed when contacted said that the said officers were illegally promoted and enjoying slots which they do not deserve because most of them were more junior than him. He said that there were life threats therefore he took SMG rifle and pistol with him but they took my weapon and also beaten him. He said that there were 56 policemen who were not reverted despite the directives of Supreme Court. He said that the police declined to register the case against the incident but he had decided to go to the court for registration of FIR against the said officers.Police high ups took notice and constituted an inquiry team headed by Aram Bagh ASP Ali Asif and directed him to submit report immediately. ASP Asif when contacted said that CCTV footages would determine the reality.On the other hand, CID SP Mazhar Mashwani declined the allegations levelled against him and his colleagues. It is pertinent to mention here that scores of policemen promoted out of turn were reverted while top city cops remained not reverted even after the directives of Supreme Court. Sindh Chief Secretary have reportedly said that rest of the officers would be reverted to their actual designation and evaluation process of actual designation has been continued to revert other police officers who were promoted out-of-turn.
