ISLAMABAD - National Database & Registration Authority (Nadra) here on Wednesday announced that its NTL e-Sahulat outlets would be used in Interior Sindh and Karachi for disbursement of Zakat to beneficiaries of ‘Guzara Allowance’ registered by government of Sindh.

“Zakat and Usher Department of Sindh wanted to move to a secure, transparent and efficient system of disbursement. Nadra Technologies Ltd (NTL) was given this task keeping in mind the organization’s vast experience and expertise in biometric authentication and secure citizens database,” says an official hand out issued by the Authority. In this connection, Zakat & Usher Department of Sindh has provided a complete list of Guzara Allowance beneficiaries with their eligibility criteria to NTL. Nadra has further said NTL verified the list through the NADRA CNIC database and provided a cleansed database that was then used for beneficiary enrollment and disbursement.

“Each beneficiary will receive Zakat through biometric verification, ensuring a fair method of disbursement to the deserving beneficiary,” Naz Shoeb, the spokesperson of Nadra said.

She further said that e-Sahulat outlets are ready to disburse cash for any government or corporate entity.

Divulging the details of the project, the spokesperson said that the project had been divided in two phases, enrollment and disbursement. In the first phase, the Zakat mushtahiqeen are enrolled with Nadra’s system to receive the Benazir Muawanat card. Each Zakat mustahiq is mobilized through local district Zakat committees and used to send to NADRA registration centers where they are enrolled through biometric verification into NADRA’s database.”

The spokesperson further informed, “Each mstahiq’s fingerprints are recorded and they are promptly issued a Benazir Muawanat card. In the second step, as per Sindh Government guidelines, an amount of Rs 3000 is distributed to each Zakat mstahiq every 6 months.”

She also said that e-Sahulat franchisees had been trained in the new Guzara Allowance application and fingerprint verification devices had been installed to secure biometric authentication of every Zakat mstahiq who arrived at the location to get Zakat money.

“To ensure strict control, each e-Sahulat location will be supervised by a dedicated e-Sahulat compliance executive with the complete coordination of local District Zakat Officers. Sindh government (Zakat and Usher Department) in cooperation with NADRA is now successful in bringing efficiency in the system and facilitating the public through the Guzara Allowance initiative,” she added.
