The Implementation Commission of 18th Amendment has principally decided to transfer the education and culture portfolios to provinces rejecting the reservations of federal ministries. According to details, Parliamentary Commission for the Implementation of 18th Amendment held its session here in Parliament House on Monday chaired by Chairman Senator Raza Rabbani to overview the progress pertaining to devolution of ministries and departments in the 2nd round. "Implementation commission honors the reservations of federal ministries over the devolution of portfolios. However, they must have to be transferred to provinces including Education Ministry", said Raza Rabbani while talking to media post meeting. He said it is mandatory for Implementation Commission to fulfill the constitutional obligations and we will guarantee them. He said educational syllabus is included in the concurrent list, that's why it has to be rendered to provinces. "Provinces are more likely to ensure the protection of federation than the capital and they are more loyal", Raza Rabbani said. Replying to a question related to employees of decentralized ministries and departments, he said neither employees will be included in surplus pool, nor they will be fired. He denied the notion of any deadlock that exists pertaining to devolution of ministries. Parliamentary commission is to hold its next meeting on Thursday.
