KARACHI - The eleven-member Special Committee of the Sindh Assembly on Tuesday elected Senior Minister Pir Mazharul Haq as its chairman. The committee, which formed in the last session, was assigned the task to look into the language of a resolution and its constitutional implications if any. The committee will meet again on Wednesday (today) to deliberate on the resolution which opposes the proposal of the MQM to give authority of the provincial assembly to the federal government for making any change or creation of new province.The resolution was moved by MPA Masroor Ahmed Jatoi of the National People’s Party against MQM’s proposed 20th Amendment Bill submitted in the National Assembly for deletion of Article 239 (4) of the Constitution of Pakistan, which empowers provincial assemblies to decide with 2/3rd majority for any change in the boundaries to carve out new province.  The resolution was also signed by the lawmakers of ruling PPP, PML-F, PML-Q, PML-Likeminded and ANP. Sindh Assembly Speaker Nisar Ahmed Khuhro had referred the resolution to the committee to look its language and its constitutional implications if any.  The committee includes four members from the ruling PPP - Senior Minister Pir Mazharul Haq, Finance Minister Syed Murad Ali Shah, Information Minister Shazia Marri and MPA Dr Sikandar Mandhro, MQM’s Syed Sardar Ahmed and Faisal Sabzwari, NPP’s Arif Mustafa Jatoi, PML-F’s Jam Madad Ali, PML-Q’s Shaharyar Mahar, PML-Likeminded Abdul Razaque Rahimoon, and ANP’s Ameer Nawab. Sindh Law Minister Ayaz Soomro, Masroor Jatoi participated in the meeting as ex-officio members of the committee. According to the participants, the committee met on one-point agenda of election of its chairman. After the meeting, the lawmakers vowed to bring the resolution in the Sindh Assembly for its unanimous adaptation.  Masroor Jatoi of NPP, mover of the resolution, said that changes in the language of resolution could be approved but they would not accept change in the aims and objectives of the resolution, which is not to accept deletion of Article 239(4) of the Constitution as proposed by the MQM through a private bill in National Assembly.He said that they hoped that the committee would reach conclusion soon, so the resolution could be presented in the house for its unanimous adaptation.  Jam Madad Ali said that at least 40 members signed the resolution, hoping that same will be tabled with unanimous vote in the next sitting of assembly. He further said that they will not withdraw from their stand to not accept proposal of MQM for giving right of the provincial assembly to the federal government. Shaharyar Mahar said that he resigned from the provincial ministry on the issue of resolution, so his party stand firm to table the same in the assembly soon. Amir Nawab of the ANP staged a walkout from form the Assembly session on the draft bill of MQM. He said that the ANP would not accept any proposal which will pave the way for creation of new province in the Sindh province.
