LAHORE - The dust has not even settled on the allotment of all passenger seats for ongoing Umrah season to selective few travel agents by PIA marketing, yet another scam has surfaced this time involving cargo sales in the national flag carrier, sources in the marketing department of PIA revealed on Saturday. A PIA senior officer seeking anonymity said that mango season which starts from June next month and ends by the end of August, has not even started but PIA marketing on instructions of their director has allocated all cargo space to its three blue eyed cargo agents. This cartelisation will lead to these cargo agents to extort money from the mango exporters, who already face a problem since PIA now has no dedicated cargo aircraft, having converted its own Combi Boeing 747 to all passenger version for carrying Umrah passengers. Mango is a perishable export item which requires prompt handling and perishes in case of delays. This cartelisation of passenger and cargo space by pre-allocation to select few groups involves kickbacks, which is then passed on to passengers and cargo exporters. PIA has invested millions of dollars in automated reservation system, which was aimed to serve clients on first come first served basis. All this investment is than wasted when the computerised system is not allowed to work causing immense problems to clients, revenue losses and loss of credibility of the airline. This corruption nexus is encouraged by lack of accountability within the airline and gross mismanagement, which has lead to unprecedented revenue leakages and overcharging from clients. Inspite of Suo Motto notice taken in the case of Hajj Scam, this nexus within PIA enjoys immunity because they have immense political clout. When contacted spokesman of PIA, he said that meetings within PIA were underway regarding fixation of rates of the cargo for mango export. He said that it was a sensitive matter and PIA deals with it confidentially and some times customs clearing agents disseminate such information only to pressurise airline management. He claimed that PIA has sold out its cargo plane Combi Boeing 747 and not converted into passengers version.
