KARACHI Politically influential individuals are dictating their terms in getting undeserving persons and relations inducted into Gwadar Port administration (GPA) on higher grades and positions. TheNation has reliably learnt that five to six individuals have recently been given employment because these persons had the backing of influential individuals. Sources on condition of anonymity confided that a grade-18 officer of GPA with the help of the then Chairman Rear Admiral M Eshan Saeed and Director General Finance Ghulam Farooq has inducted his two close relatives as Director Accounts in BPS-19 in February 2009 and Director Legal BPS-19 in September 2009. The inducted Director Accounts is an ex-manager of a bank and hardly has any experience of government financial rules, while the Director Legal is an ex-district attorney who has little knowledge about maritime laws and regulations necessary for such kind of job. The sources further informed that DG Finance Ghulam Farooq has inducted his two close relatives in junior ranks in November 2006 to safeguard his interest for non-disclosures of official records, thus making GPA family owned departments. Moreover, a Provincial Assembly Additional Secretary was appointed on deputation from Balochistan Provincial Director General Administration BPS-20 in September 2008, and the sad part of the story is that he has never seen a seaport in his life and knows nothing of a port set-up regarding human resource requirements, sources informed. Presently a naval officer was given charge of Acting Chairman as the Chairman GPA Aslam Hayat was out of the country to attend an international conference in London, but these elements refused to obey his orders and created havoc in the office, it was further known. Now it seems that Balochistan issue has left the Ministry of Ports & Shipping crippled and put it at bay by bringing in indiscipline to one of the most important wings of the ministry, they complained. They warned that the present scenario was not the end of Gwadar Port because it needed to be looked after and put on correct path by making only professionals with competence to head the authority for its success. The maritime and ports industry experts suggest that Ministry of Ports and Shipping shall include the entire coastline of Balochistan under the control of GPA for all kind of port construction. Moreover, GPA shall appoint Marine Engineering expert to safeguard the present constructed port and future development, while the present engineering staff must be given proper training and upgraded knowledge of various fields of Marine Engineering. It is pertinent to mention here that some 300 employees are currently working on Gwadar Port and its trade volume was reportedly stood on 40 percent in February 2009. Lately the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) showed its concerns by saying that the master plan prepared for the development of Gwadar has been approved in March 2004, but this Port still not contributing its due share in the economic development of Pakistan. Gwadar Port is standing there almost in tranquil glory while lacking the required infrastructural facilities to make it functional and sans any significant operations, FPCCI added.
