As the story goes, a king gifted one of his sycophant with a royal elephant. A few days after when the king was passing through a bazaar, he found the same elephant with a big drum round his neck roaming about in the city. He called the man he had rewarded with the gift and asked him why had he let loose the elephant. The man replied that he could not afford to feed him so he let him out to beat the drum and earn his keep. The king smiled and paid for the feed. In WAPDA, we have a similar white elephant we are unable to feed. This elephant has also become wild and refuses to be controlled by anyone.
