KARACHI - The higher government authorities are failed to vacate the amenity plots grabbed by different mafias in the metropolis, whereas the Katchi Abbadis have also turned into the hub of mafias in the City with the patronage of some officials concerned. Several disputes regarding the land grabbing matters are still under process in the courts, reports Human Rights Commission of Pakistan (HRCP). The operations conducted by the City District Government Karachi (CDGK) havent achieved their goals properly, as the mafias still have the patronage from some officials of the department concerned. According to the official plans, two-thirds of the land was to be distributed amongst residential and commercial land builders and only 160 acres were to be left as a park. Initially, this garden was spread over 1,017 acres, but decades of settlements and encroachments reduced the municipal park to its present size, which is totally unmatched with the actual one. Several governments in the past two decades have tried to save the status of the land as a public park and had given directives to stop its take-over, but neither any real action was taken nor any order was strictly implemented. A petition was made by Shehri-CBE, an environment protection NGO, under Article 184(3) of the constitution in the Supreme Court against conversion of the Gutter Baghicha amenity land to industrial, residential and commercial purposes. On which, the Supreme Court stayed any transaction in land. In clear violation of the SC and several official orders, sub-leases continued to be issued. In Karachi, another petition filed by Shehri was pending before the court regarding the illegal construction of housing schemes on part of the already encroached 62-acres Kidney Hill Park. The land had been handed over to the Karachi Municipal Corporation for the development of a park, but apparently, the Karachi Cooperative Housing Societies Union had allotted 40 acres of the land to a housing society. The society claimed that the land had never officially been listed as a park, and that the idea of park was just a proposal. The land is under a stay order of the court. According to the HRCP report, at least 28 amenity plots have been illegally grabbed by the land grabbers. Such plots have been grabbed including plot of Kashmir Road China Ground, located at Kashmir Road consisting of five acres. It was allocated for KMC park/play ground, but now a marriage garden (A-B-C) has been constructed. Similarly, Kashmir Road KMC Sports Complex, consisting of 2.5 acres area, was allocated for Indoor Gymkhana, but marriage lawns have been set up there. Plot 148/1 Tunisia Lines, known as Webb Ground, comprised of 5 acres, was allocated for playground, but a commercial store had been established there. ST-4, North Nazimabad plot, consisting of 2 acres area, notified for KCR car park, but a residential apartment was constructed there. A plot in North Nazimabad comprising of 1.5 acres, allocated for green belt, but a fast food outlet has been set up there. K-28/108 plot, known as Gutter Baghicha, consisting 480 acres, notified for Municipal Garden/Sewage Treatment, but it was illegally allotted for 800 residential plots. KDA Scheme No 32 plot, Kidney Hill Park consisting of 62 acres of land was allocated for Public Park, but 45 residential plots were allocated on that land. In Mehmoodabad area, TP-2 plot, consisting of 40 acres, notified for sewage treatment, but now was allotted for 200 residential plots. ST-10, ST-9/1, ST-9/16, Gulistan-e-Jauhar comprising of 1 acre was notified for public building, but now allocated for 50 residential plots. ST-9, Block-A, North Nazimabad, plot of Bagh-e-Baber consisting of 3 acres which was notified for Public Park now was allocated for 150 residential plots. ST-5/1, Block-E, North Nazimabad, plot of Hazoori Bagh, comprised of 1.35 acres which was notified for Public Park but now allocated for 65 residential plots. ST-5/2, Block-E, North Nazimabad, comprised of 2.03 acres which was allocated for public park but now 100 residential plots were allotted on that space. ST-5/4, Block E, North Nazimabad comprised of 2 acres, notified for public park, but now allocated for the residential purpose. ST-4, Block-D, North Nazimabad of Bagh-e-Dilafroz, comprised of 3 acres, notified for public park, but now 150 residential plots were established on the said land. ST-1, Block-I, North Nazimabad, known as Bagh-e-Dilkusha, consisting 3 acres was notified for public park but now it was also allocated for 150 residential plots. Block-L, Sector 11, Orangi Town, plot of Al-Mehran Ground, allocated for Public Park, but now 200 residential plots were setup there. ST-3/B, Block-6, Federal B Area consisting of 1 acre, was notified for public park but now was allocated for 46 residential plots. ST-5, Block-14, Gulshan-e-Iqbal DC (East) Office consisting of 8.3 acres was notified for public building, but was allocated for commercial high-rises. ST-36, Block-3, Clifton, Clifton Beach/Promenade consisting of 2.5 acres, was allocated for beach/promenade, but now a commercial hotel was constructed there. ST-13, Sector-6/F Block 6-F, Korangi, Mehran Town plot comprised of 2.27 acres which was notified for a high school but now was allocated for 110 residential plots. Same number of plots were also established in the plot of the same town of ST-14, Sector-5, Block 6-F, Korangi, that comprised of 2.26 acres that was notified for public park. ST-15, Sector-5 Block 6-F, Korangi Mehran Town, comprised of 0.87 acres, was notified for Public Park, but now 40 residential plots were established there. ST-17, Sector-5, Block 6-F, Korangi Mehran Town comprised of 0.41 acres, was notified for maternity home, but now 15 residential plots were allocated there. ST-18 Sector-5, Block 6-F, Korangi Mehran Town comprised of 0.41 acres was notified for public building but now 15 residential plots were allocated there. ST-20, Sector-5, Block 6-F, Korangi Mehran Town comprised of 1 acre, was notified for a primary school but now 50 residential plots were setup there. While ST-21, Sector-5, Block 6-F, Korangi Mehran Town plot comprising of 0.95 acres was allocated for public park but now 50 residential plots were allotted on that area. Except the plot of 148/1 Tunisia Lines, that is the property of Karachi Cantt/MEO, while all the occupied lands come under the jurisdiction of City District Government (CDGK). The HRCP report also said that mostly the amenity plots were occupied by the political workers, while builder mafias and other provided sectors are behind the land grabbing.
