According to a recent press report Chairman WAPDA has proposed to the government to set up a regulatory commission for dams and barrages in the country. As a former Irrigation Engineer, I fail to understand the purpose of such a commission. WAPDA is already regulating water and hydro electricity supply from Mangla and Tarbela dams and Chashma Barrage. Regarding barrages their operation and regulation of irrigation water supply into the off-taking canals are the responsibility of provincial Irrigation Departments. I strongly oppose constitution of any such regulatory commission on dams and barrages not only on technical grounds but also because of unnecessary heavy financial burden on the countrys near bankrupt exchequer.
