islamabad - The NAB has taken cognisance of the violation of the zoning regulations of CDA by the management of Ali Town, Green Meadows North Ridge, Major Makhdoom Society and others in mouza Shah Allah Ditta and sector C-12, it has been learnt reliably.

The NAB has sent a call up notice under section 19 of NAO, 1999 — inquiry against management of Ali Town shah Allah Ditta, Zone-III, Islamabad and others — and sought record from the CDA high-ups pertaining to the said violations. The NAB authorities have unearthed violation of by-laws of CDA regarding acquisition and transfer of land in mouza Shah Allah Ditta and Margalla Hills National Park. The management of Ali Town and other schemes have been blamed for commission of the offence.

These housing schemes are situated in zone-III. Sources in the CDA said that some local politicians were operating these illegal housing schemes . As per ICT (Zoning) Regulation 1992, ICT has been divided into five zones while two zones, including Zone-2 and Zone-5, have been earmarked for development of housing schemes by the private sector. Plots are being sold/marketed, in the name of housing schemes/agro farming schemes (as the sponsors of these Illegal schemes/land subdivisions have not obtained any approval/NOC from CDA) in Islamabad.

The ICT (Zoning) Regulation 1992 empowers CDA to regulate planning and development of private housing schemes in Zone-2 and Zone-5 of the ICT. Two tier approvals of private schemes are granted by the CDA. In the first step, layout plans are approved then on completion of subsequent formalities, a No Objection Certificate for development of the scheme is issued.

According to the CDA record, there are dozens of private housing schemes which have no approval of CDA. Neither the layout plans of these housing schemes was approved nor NOCs for these schemes were issued by the CDA but the management of these schemes continued booking of plots, putting the money of investors at risk. The unauthorised housing schemes as per CDA record in zone-3 run in big numbers.
