The Cabinet is defined in Article 91 of the Constitution of Pakistan as; (1) There shall be a Cabinet of Ministers with the Prime Minister at its head to aid and advise the President in the exercise of his functions. As such it is supposed that the Cabinet shall comprise ministers to be headed by the Prime Minister and the PM is not to perform the function of a minister. In the present situation the PM is also acting as foreign minister for which there is no provision in the Constitution and thereby the case goes by default in the absence of a foreign minister the PM ought to appoint a Foreign Minister as also suggested by the leader of opposition in order to complete the Cabinet.
