LAHORE A day before the Inspector General of Police (IGP), Chief Secretary and Home Secretary Punjab are scheduled to appear before the Lahore High Courts top judge in connection with a fake encounter, the police top-brass confessed on Monday that policemen gunned down the 23-year-old youth in a fake encounter. Police sources revealed that senior police officers confessed the innocent killing in order to save their own skin while City police top-brass who earlier prompted fake encounters, have distanced themselves from policemen found involved in the gruesome killing. SSP Maj (Retd) Mubashir on Monday told reporters that 'it has been proved during initial investigations that the policemen killed the youth in fake encounter. He further said that the inquiry into the incident was carried out on the orders of the IGP. He also claimed that a case has been registered against the concerned DSP and his four subordinates. 'They have been arrested, he said but did not mention where the accused-policemen were being kept. However, no action has been taken or recommended against the top cops who prompted the policemen to decide the fate of the gangsters at their own. It was the first time that the police confessed that they gunned down the youth in staged encounter since the new Capital City Police Officer Ahmed Raza Tahir has taken the charge of his office. Since his posting as CCPO, police investigators have killed no less than seven alleged-criminals in different fake police encounters, which took place here in the City during just one month period. The CCPO ordered the policemen to adopt aggressive policy against the hardened criminals and even verbally issued 'shoot-to-kill orders in the regard. The Chief Justice LHC took suo moto notice of the innocent killing after it was revealed that the police pumped over a dozen bullets into his body during a staged encounter. Justice Ijaz Ahmed Chaudhry ordered the Inspector General of Police (IGP), Chief Secretary, Home Secretary Punjab to appear before the court on June 14 alongwith all the relevant record and autopsy report of the deceased youth. During his first Press conference last month, Ahmed Raza Tahir announced that the police would adopt 'aggressive policy and not 'defensive policy against the criminals. On Sunday, he tried to backtrack from his earlier stance, directing the City police 'to transform every police station into a place of respect and honour for every law-abiding citizen by extending them wholehearted cooperation, while dealing strictly with the criminal elements. Late on Friday night, the policemen staged a fake encounter in Nishtar Colony Area and mercilessly gunned down the youth a few hours after the local residents captured him on the suspicion of an armed robbery and handed him over to the police for interrogation. The policemen announced that the youth, identified as Shahbaz Butt, was a robber and killed during crossfire. However, autopsy report of the youth revealed that he was badly thrashed, dragged and tortured during custody before being shot at multiple times. 'The youth sustained over a dozen bullets and there were visible marks of severe torture on his body parts, according to the autopsy report. Eyewitnesses told reporters that the policemen took the boy to Rohi Nullah in Nishtar Colony Area, threw him on the ground and pumped multiple bullets into his body. Police sources said that the IGP, CS and Home Secretary would appear before the court in connection with the innocent killing on Tuesday (today) along with the relevant record.
