LAHORE - The Sundar Industrial Estate, since its inception in 2007, has attracted investment of more than Rs35 to 40 billion so far due to its conducive environment and state-of-the-art infrastructure.

More than 350 industrial units have been operational at the estate so far while about 190 factories are under-construction. The owners of around 150 sites, also allocated for different industries, are waiting for electricity connections to start construction, as the Lahore Electric Supply Company is creating hurdles to grant 32MW electricity connection to the industrial estate.

Currently, the total electricity demand of the industrial units at SIE is around 41MW which is fulfilled through 36MW supply from Lesco while 7MW is being generated by the industrial estate itself from diesel.

With a view to cater for the future demand of electricity, the SIE management had established a grid station of 60MW with investment of Rs250 million and applied to the LESCO for electricity load extension of 32MW almost 2 years back which has not been granted so far- the biggest hurdle in the way of setting up of new units at vacant plots.

Punjab Industrial Estates Development and Marketing Company (PIEDMC) chairman SM Tanveer observed that as soon as the LESCO approves load extension of 32MW electricity the all vacant plots will be filled by the new industrial units, as the grid is already established.

Sundar Industrial Estate comprising around 1,700 acres of land was inaugurated in 2007. It is the first project assigned to PIE and was envisioned to be an island of facilitation in the sea of bureaucratic hurdles for prospective industrialists.

The objective was to develop an industrial estate where issues of industrialists are handled and problems solved through 'One Window' operation.PIEDMC is also managing Quaid-e-Azam Industrial Estate at Kotlakhpat Lahore. SIE is ideally located at approximately 45KM from the centre of Lahore on Sundar Raiwind Road.SIE has infrastructure comparable to any modern industrial estate globally.

After analyzing the needs of entrepreneurs, PIE has ensured availability of the amenities, including reinforced Concrete Road Network, Underground Sewerage System, Underground Electricity Distribution System, Walled industrial estate with limited entry/exit points, High Pressure Gas Pipelines, Potable Water, Telecommunications System, Estate Managed Electrical Distribution System, Fully Equipped Fire Station, Computerized Weigh Station, Information Signages, Technical Training Facilities, Estate Owned Security Arrangements, Hospital / Emergency Medical Services (Social Security), Mosque, Petrol Stations

With a view to ensure environmental compliance, the industrial estate has set up Combined Effluent Treatment Plant with strictly following environmental rules & regulations, creating awareness regarding Health Safety.

Industrial zones established at SIE included Pharmaceuticals, Food Processing, Engineering, Textile/Garments, Carpet, Paper & Board, Plastics, Electronics, Chemicals, Paints, Steel, Auto parts, Wood products  and Warehouse etc. The management has recently established a modern drug testing laboratory and research centre at Sundar industrial estate, costing Rs100 million, as the Estate has sanctioned 166 pharmaceutical units so far, most of which have started production.

He informed that Pakistan Drug Testing and Research Centre (PDTRC) will not only enhance the capacity of the existing laboratories working in Sundar industrial estate, but also support the entire pharmaceutical sector in the country. There are 824 pharmaceutical companies in this country, he informed, adding that the research centre will help increasing exports by the Pakistani pharmaceutical companies as third party validation. The volume of exports is $150 million, whereas the potential is $600 million, he observed.

While distributing plots, the management focused on Small & Medium entrepreneurs, hence majority of plots are of sizes between 1/2 acre to 2 acre. However, there are some bigger plots to accommodate large industrialists as well.
