OUR STAFF REPORTER LAHORE Leaders of four major political parties were unanimous in demanding holding of the local body elections in order to resolve peoples problems, while the PPP and PML-N men have agreed that good points of the Local Government Ordinances of 1979 and 2001 should be get passed from the respective provincial assemblies, though the PML-Qs has asserted the need for continuing with the last LGO. Coordinator to President and Member Local Commission Naveed Chaudhry, PML-N MNA Mian Marghoob Ahmed, PML-Qs ex-Naib Nazim Lahore Idrees Hanif and Central Vice-President PTI Ijaz Chaudhry viewed this, while speaking at the Hameed Nizami Hall here on Friday on 'Commissionerate System and Local Bodies Elections. The proceedings were conducted by Incharge Aiwan-e-Waqt Khawaja Farrukh Saeed conducted the proceedings. Naveed Chaudhry asserted that the provincial governments were to decide the fate of the local government polls, while the Commissionerate System was restored for the betterment of the masses. He maintained that the PLGO 2001 was ditto copy of New Zealands system, and the only change of the Nazims nomenclature. He observed that the PPP wanted to rectify loopholes of the LGS 1979, and virtually come up with an error-free system. He endorsed restoration of the Commissionerate system in Sindh, and observed that this would eliminate friction between the provincial and local governments. He mentioned that as per the LGO 2001, the Union Council Nazim was powerless. Elected representatives should have the powers, and the check and balance system should be implemented, he added. Mian Marghoob Ahmed, while digressing from the subject, bitterly criticised former President General (retd) Pervez Musharraf, and alleged him of allowing corruption to the grassroot level since there was no check and balance in the system. He mentioned that his party had always supported the LG system, and held local body elections in 1987, 1991 and 1997. He accused the PPP of having bad track-record on this front. He said his party-led Punjab government had implemented the Commissionerate System, and the commissioners were meant to have better coordination with the provincial government, and for implementation of its orders. Idrees Hanif was of the considered opinion that the Commissionerate system was a redundant one as per which the budget was virtually handed over to a bureaucrat, that is, Commissioner. To him, the LG system was the best, which should have been continued. The PML-N has hugely damaged the people by eliminating the local bodies, he said, while demanding immediate holding of the polls in order to resolve peoples problems. Ijaz Chaudhry was of the point of view that civilised nations deemed it a must to devolve powers to the grassroot level, while Pakistan rulers did not believe in it in blatant contrast to military dictators, who revived the system for having good connections at the lowest level even. He out rightly rejected the restoration of the Commissionerate System.
