A friend asked me once why, despite being a stronghold of PPP, Layari has remained underdeveloped. My friend was of the view that the whole of Karachi where MQM won is reaping fruit of development but the poor people of Layari remain underdeveloped despite their unshakable loyalty to the PPP. My reply was simple; "PPP claims to represent the poor masses of the country. The people of Layari, who fall in the category of the poor, will remain so because if they climbed the ladder, they would no longer be poor. If they are not poor, the party will lose them to other parties". These poor people die from the bullets of police during agitations, are blinded by tear gas, rot in jails for the party but remain faithful because they are poor. If they are empowered economically they might not fill the rallies and vote for the candidates of the party on the empty slogans we presently hear at party rallies.
