Peshawar - After heated debate over the alleged sexual harassment of girl students in Peshawar University, the Khyber Pakhtunkhwa Assembly constituted a special committee to probe the incident and award exemplary punishment to the  ‘black sheep’ earning bad name for the noble profession.

The mover observed that the girls’ students were being sexually harassed by the teachers in the Peshawar University, creating unrest and disappointment among the parents. She alleged this harassment was going on for the last several years. She recalled that she had raised this heinous crime in 2011, saying that on one hand the universities were being ruined while on the other female students were saying goodbye to education.

Deputy Speaker Imtiaz Shahid Qureshi announced the name of special committee headed by the Minister for Higher Education Mushtaq Ghani after a threadbare discussion on the adjournment motion of the Pakistan People’s Party (PPP)’s Nighat Orakzai, seeking discussion and protection to girls’ students. The PPP’s Nighat Orakzai, Qaumi Watan Party (QWP) Anisa Zeb, Information Minister Shah Farman, Pakistan Muslim League-Nawaz (PML-N) Sofia Shahid, Pakistan Tehrik-e-Insaf (PTI) Rashida Riffat, Aisha, Deena Naz, Aisha and Deena Naz will be the members.

Nighat deplored that this injustices were discussed in the previous govt but action could not be taken against the criminals due to expiry of govt and assembly tenure. She asked the PTI-led government to take strict action against the black sheep, save future of the innocent students and end unrest among parents.  She and entire opposition were not satisfied with the reply of Adviser to CM on Higher Education Mushtaq Ghani said senior minister Siraj Ul Haq who argued that since no particular case had been mentioned in the motion and minister and mover would hold joint investigation and take action against the criminals. Senior Minister Sirajul Haq quoted rules 71, saying this matter could not be raised.

PPP Parliamentary Leader Mohammad Ali Shah Bacha, Parliamentary Leader QWP Sikandar Sherpao, Anisa Zeb, Sultan Mohamamd Khan, Miraj Hamayun Khan, Manawar Khan Marwat of JUI-F termed the matter serious and important, urging the chair to refer the matter to standing committee.

Minister for Information Shah Farman supported the opposition, saying such incident was unacceptable. Keeping in view the existing worsening law and order situation in the province, he said they would have be extra vigilant asking the chair to constitute a special committee and include women legislators so as to get complete details of the incidents from the victims.

The emotionally charged leader of the opposition Sardar Mehtab Ahamd Khan said this is painful and sensitive issue and should be taken seriously. He said: “This is evil issue. It does exist here and let us accept it.” Our daughters, sisters and mothers are getting education here and the exploitation of our daughters are painful.” He suggested holding of in-camera session and its reports should also be kept secret, saying they all would have to think and stop the ongoing injustices with the daughters of the nation.

The former chief minister said that he had also received a letter but since it has no address and names, so he was unable to find any details. He said they would have to find out the responsible criminals and expel them from the entire system with legal and societal force. “This is a painful issue and we must and would act,” he said.

Nighat Orakzai said that she had complete proofs but intentionally kept some names secret but if the govt was not serious, then she would mention the names and govt would be responsible for all the consequences. Mushtaq Ghani said he wanted to take action against the criminals and referring the maters to committee would delay action.

The joint opposition postponed discussion on the law and order situation to protest against the absence of the Chief Minister, Chief Secretary, IGP, and Home secretary in the gallery saying the responsible officers should have been there during debate on law and order. The ANP’s Sardar Husssain Babak terming the session as “Loya Jirga” and the government officers should have ensure their presence on such important issues.

He said they would start debate in the presence of high government officers in gallery. The chair adjourned the session till Thursday.
