ISLAMABAD - Although the government has almost settled the salaries issue of devolved ministries staff yet the issue regarding pension & departmental promotion is not so far resolved despite the fact that only 10 days are left in June 30 deadline. The issue regarding proper arrangement of previous year audit objections of devolved ministries will come after resolving the winding up of different ministries divisions, pension and promotions matters of these ministries. Though all possible efforts are being made to resolve all these issues, the previous years audit objection of devolved ministries might take much time even after the deadline, a well-placed source in cabinet division shared with TheNation. It is also likely to handover the matter regarding audit objection to the finance ministry soon as discussions on this matter is going on. It was also feared that legal and technical hitches in the process might cause a loss of billion of rupees to the national exchequer unless the mechanism is devised in time. It may be mentioned here that just like many other complications and problems which have surfaced after the devolution of around 10 federal ministries in the first two phases, the confusion over settling of audit objections of the previous years of the devolved ministries has not been addressed by the 18th Amendment Implementation Commission yet. A proper mechanism, sources said, on this issue is much necessary as under the Rules of Business 1973, provincial governments and departments are answerable to the provincial PAC for the finances released by the respective provincial governments and not for federal government accounts. The sources said that question regarding the principal accounting officer (secretary of ministry) of the devolved ministries would likely to be the main hitch as who would respond the audit objections regarding the financial embezzlement and misappropriation of funds of the ministries of population welfare, youth affairs, local government and rural development, special initiatives, Zakat and Ushr, education, culture, social welfare and special education, tourism, livestock and dairy development. A senior bureaucrat from cabinet division said that matter of devolved ministry was still not settled properly and it would create problem due to absence of concerned ministry official to respond the audit objections. He said that the issue was brought in to the notice of concerned authorities but the mechanism has not been evolved as yet. It may be mentioned here that a couple of weeks ago the PAC committee had deferred a scheduled implementation committee meeting in which audit objections of ministry of culture for the years 1996-97, 1999-2000, 2000-2001, 2005-06, 2008-09 were to be discussed. The meeting was deferred, as no concerned official of recently devolved ministry was present in the meeting.
