LAHORE The Inspector General of Police of the Punjab has not yet constituted any investigation team, to be headed by a Senior Additional IG, despite strict orders of the Lahore High Court to constitute such a team for re-investigating the fake police encounter carried out by Nishtar Colony police on June 10. The LHC had ordered to reinvestigate the matter after hearing a petition filed by Sima Bibi, mother of a constable Asif Maseeh Bhatti, an accused who was arrested by the police along with DSP Kahna Riasat Bajwa, Sub-Inspector Muhammad Riaz and another constable Abdul Qadir for shoot dead a young man namely Shahbaz Butt after declaring him as a hardened criminal. The court after hearing the petition ordered IGP to form an inquiry committee within seven days of the orders but the IGP had not taken any action in this regard. The relatives of the accused men told that they were not satisfied with the two inquiries conducted by SSP Investigation Abdul Razzaq Cheema and DIG Maj (r) Mubashar Ullah Khan as both inquiry reports contradicted each other. They claimed that inquiry report conducted by Maj Mubashar Ullah within four hours of the mishap held aforesaid accused persons responsible for the killing of Shahbaz Butt and suggested to interrogate and to determine the role of In-charge Investigation Zulifqar Vario and Station House Officer Inspector Naveed Akmal, SI Akbar, constables Muhammad Ashraf, Abdul Rehman, Sarfarash Ali, Abdul Rauf and Muhammad Nawaz. But SSP Investigation Abdul Razzaq Cheema in order to save the skin of actually responsible policemen for carrying out fake police encounter, had made Inspector Naveed Akmal and SI Akbar as witnesses of the case. The relatives of the accused men claimed that Inspector Naveed Akmal was a close relative of one Additional Inspector General of Police and due to his pressure the investigation had not been conducted honestly. They also claimed that Shahbaz Butt was murdered in 'an encounter on the directions of high-ups including DIG Operations and SP Operations Model Town but neither SSP Investigations Abdul Razzaq Cheema nor DIG Maj Mubashar Ullah associated any of the said officers in their inquiry. They requested authorities to appoint true and fair investigators like Additional Inspector General Aftab Sultan, Addl IGP Malik Khuda Bukhash Awan or a senior DIG Aimlaish Khan for conducting or re-investigating the matter. Insiders in IG Office claimed that a meeting is going to be held today (Wednesday) where IGP will constitute a committee in this regards.
