LAHORE - The Railways administration, in violation of rules and regulations, has approved a tender regarding sale of brass scrap worth about Rs 600 million in only Rs 30 million, sources disclosed to The Nation on Tuesday. The authorities concerned awarded such tender of 1,000 kg brass scrap to blue eyed firm owned by one Nawaz Khan at the rate of Rs 28 per kg only which is presently rate of iron scrap while the rate of brass scrap is about Rs 550 per kg in the open market, the sources added. They further disclosed that an investigation agency of Federal government noticed such embezzlement by corrupt mafia which now is trying to remove the scrap from Railways Mughalpura store as soon as possible. The corrupt mafia has expedited their task and had lifted more than half of the total stock of brass in order to conceal all the evidences. Earlier, the Railways authorities constituted a Railway Tender Committee comprising of Zia ul Din Qureshi, Tariq Khan, Tariq Masood and Muhammad Tahir that flatly refused to approve such bulk tender No. 189-s/2bulk tender 2/2009/607. However, former General Manager (GM) Operation S. Shahid and Member Finance Muhammad Shafi under the supervision of Chairman Railway Samiul Haq Khilji have approved such unlawful tender, sources added. They said that Railways has to bear a huge loss of over Rs1 billion as a result of approval of two tenders of same category by the Executive Committee of Railways which had empowered to take such kind of decisions but is bound to get approval from Railway Board, under clause six of Gazette Notification of Government of Pakistan 2000 sources said adding that unfortunately not a single meeting of Railway Board was held in last two years. In this regard, the Railways labour unions demanded the Chief Justice of Pakistan Iftikhar Mohammad Chaudhry to take suo moto action against Railways corrupt mafia to stop such misappropriation that is destroying department.
