LAHORE - The Health Department of City District Government has made national identity card and thumb impression compulsory for patients who want to avail free of cost medical check-up facility at the free dispensaries. In this regard, the Executive District Officer (EDO) Health issued a notification No 763/74/PA-775/77/PA on Friday. The decision would cause nuisance for the poor minor and underage patients while only adults having ID cards could avail such medical facility at free dispensaries established for the poor patients who could not afford fees of doctors at private clinics. Further, the notification describes that all the hospitals of CDG would deal, check or admit only those patients who possessed ID cards. Even the patients who needed an emergency medical treatment or first aid in such hospitals, particularly accident cases, are required to have NIC to avail free medical facility. An official of the Health Department on the condition of anonymity said that the EDO Health issued such notification by exceeding his delicate powers because bylaws of CDG do not describe such conditions. He further said that an amendment in bylaws is essential to issue such type of notifications or for applying such condition and only CDGs elected House is empowered to make such amendment in bylaws. Moreover, no such condition of ID card and thumb impression is compulsory in any government hospital of the city in case of any emergency or even for physical and medical check-up of out-door patients, he added. He said that more than 100 free dispensaries are functioning in the city and provide general medical check-up and medicines and charge Rs 1 only which is a very nominal fee. He said that the notification would also cause massive nuisance for the poor aged patients particularly for those who hardly reach dispensary for free of cost medical treatment but unfortunately forget to bring ID cards with them. What such aged patients would do whether would be provided medical facility at such dispensaries or would be refused, he added. He said that such free of cost medical facility provided by the government is not less than a blessing for the poor while some persons or officials while ignoring humanity wanted to exploit the lowest stratum of the society without any reason. He said that government is making claims of poverty alleviation while on the other hand government officers are punishing them and are making procedures complicated for the poor instead of giving them relief by facilitating them in such kind of welfare oriented projects established particularly for the poor.
