ISLAMABAD - Chairman Senate Mian Raza Rabbani yesterday said that rule of law and equality before laws were pre-requisites for a transparent accountability.

He said: "The court summons people violating Article 6 of the Constitution but they don't appear before the court."

He was addressing the graduation ceremony of newly inducted officers of NAB at police training centre in Sehala.

He said that Pakistan as federation stood at a crossroad and they as society needed to do some soul searching. He said that the menace of corruption was eating the very social fabric of the society like a termite and it needed to be dealt appropriately.

"Unfortunately, in Pakistan we work under a system which has five types applicability of law," he pointed out. Firstly, Raza Rabbani said that one set of rules and laws were for the ruling elite. He said that the court summoned people violating Article 6 of the Constitution but they didn't appear before the court. The second sets of rules, Senator Raza Rabbani stated, were for ruling civilian elite.

Senator Raza Rabbani further explained that there was third category of separate rules for collaborators of the ruling elite, fourthly for the rich and the powerful and fifthly ordinary citizens of Pakistan.

However, the Senate Chairman said that according to Constitution of Pakistan , all were equal before law and all deserve to be treated equally. He went on to say that there were no sacred cows and double standards needed to be done away with if they want to see a prosperous Pakistan. He said that there should be across the board accountability to eliminate the menace of corruption.

He informed the participants about the new initiatives introduced in the Senate to ensure transparency and openness. Raza Rabbani said they were putting things together to formulate code of conduct for member of the Upper House and Ethics Committee would be formed in this regard. The Senate debated the issue of corruption in government offices and the matter was referred to Senate Committee on Law, Justice that formulated recommendations and it has been shared with quarters concerned. Salaries, allowances and financial rules have been placed on the website of the Senate Secretariat.

The chairman Senate also distributed certificates among the officers and awarded commendation certificates to the senior management and master trainers.
