LAHORE Search Committee of Punjab Higher Education Department has started calling selective candidates for interview against the six vacant posts of Vice Chancellors due to reasons best known to the committee, some professors who are candidates for the posts said on Saturday. It is worth reporting that Education Department had invited applications from the suitable candidates for the appointment of Vice Chancellors in following institutions including University of Education Lahore, Lahore College for Women University, Fatima Jinnah Women University, Rawalpindi, Bahauddin Zikariya University, Multan, Government College University, Lahore, University of Sargodha, Sargodha. There was general perception among the candidates that search committee was calling selective candidates who had done their PhD from abroad and they were informed through e-mail. But there was no such condition mentioned in the advertisement published on January 21, 2011. Rather there was simply demanded that candidate should have a PhD degree in any subject from a reputed university and should not be more than 65 years of age on 04-02-2011. Should have vast experience in postgraduate teaching including experience in administrative and financial management. Should have to his/her credit quality research publications in journals of international repute. Professor Dr Sharif Mughal who is foreign qualified and possess PhD from UK, said Though I am foreign qualified yet not called for interview so far. When asked whether he would go to any court to challenge the way of recruitment he said, No I believe in Allah, as Allah does better for His creation. He, however, said that if search committee was not considering the local qualified PhD, the government should close the Higher Education Commission (HEC) which was spending millions of rupees on the study of PhD within country. Another professor Dr Muhammad Ikram said that search committee was formed in Musharraf government. He said if search committee was going to consider only foreign PhD qualified it must be mentioned in the advertisement. Dr Ikram said that he was the fellow of Pakistan Academy of Sciences, had won the best teacher award, holder of Sitara-e-Imtiaz, got education from USA also, supervised 12 PhD students. When contacted Professor Dr Shaukat Ali said he had served as DPI colleges, remained principal of renowned colleges, also served as chairman Rawalpindi Board of Intermediate and Secondary Education, won presidential award on training of teachers but he was not called for interview. When contacted Secretary Higher Education Haseeb Athar said there was no discrimination being observed in calling the candidates and no priority was being given to foreign PhD qualified. He said that candidates were being called in badges and all the applicants would be called as per short listing of search committee. He said that there were equal marks of PhD degree and five extra marks would be given to the foreign PhD degree holders who had done their PhD from any one of the top 200 foreign universities.
