LAHORE The government has halted over 250 District Development Projects in the provincial metropolis due to shortage of funds but the City District Government authorities are only commencing those projects which are recommended by the parliamentarians, TheNation has learnt. Construction of overhead bridges, dozens of important roads and streets of residential vicinities as well as commercial areas, which fall in the District Development Projects is pending from last year due to lack of funds with CDG. It was also learnt that the provincial government had released such funds, allocated only for the commencement of the development projects marked by the parliamentarians for their concerned constituencies. In this regard, District Officer (Finance) Mian Abdul Waheed told this scribe that the provincial government had cleared outstanding dues of almost all the contractors, a couple of months ago and outstanding dues of even not a single contractors are pending with the Finance Department. However, the CDG sources told the outstanding dues of only those contractors who were being awarded the contracts of the development projects, marked by MPs could be cleared. They further said the government could not provide even a penny to the contractors for the commencement of dozens of new and ongoing District Development Projects, pending from June 2010. In fact, government had made a policy with issuing directions to the district administrations and all the authorities concerned of CDG to give priority to the development projects and prefer to resolve other matters of the members of parliaments and that is why the district administration compelled to ignore the District Development Projects because it is bound to obey the instructions of the provincial government, they added. It seemed that the District Development Projects could not be commenced during the current years as well because the provincial government was showing disinterest in the development projects of CDG perhaps due to absence of the elected body, they further added. Despite having same nature, there is a slight difference between the District Development Projects and MPs development projects and that difference is that DDP are of the public interests while MPs projects are of government or concerned MPs interests, they remarked. While talking to this scribe, Executive District Officer (EDO Works) Chaudhry Manzoor said government issued directions to the works department to commence the development projects of MPs in all the constituencies of the City without further delay and the department green signalled the contractors for this purpose. However, he confirmed that government neither released funds for the commencement of District Development Projects nor directed the department regarding initiation of about 250 development projects of CDG so far, which were pending from about nine months due to lack of funds and it seemed that such projects could not be started in near future.
