Undeniably, bad governance is a major contributor to poor service delivery in Pakistan, in particular, in Sindh. Regrettably, the level of accountability in the public sector organisations, especially, of those at the helm of affairs has consistently declined since independence. This is in spite of various legal instruments and watchdog agencies, mandated to regulate and monitor the ethical conduct of public officials but no one bothers.
