LAHORE Hundreds of electricity consumers were visiting the Lahore Electric Supply Companys offices on every day for the removal of fuel adjustment charges (FAC) from their electricity bills in the light of Lahore High Courts verdict on the issue, but the companys officials seeking anonymity say that sooner or later the consumers have to pay the charges. Their bills were being exempted from FAC to avoid the current public disorder but ultimately they have to pay the charges, said an official. The official was of the view that either the FAC would be adjusted in next months bill or it would be sent to consumers with monthly instalments. Almost all the electricity distribution companies (Discos) following direction of National Electric Power Regulatory Authority (NEPRA) burdened its thousands of consumers with heavy FAC. The Lescos bills of months of October and November showed that the consumers were burdened with heavy FAC. The Lesco added FAC of the months of April and May in the bills of October and November. Fuel adjustment charges mean that a utility has to pass on to its consumers with any cost changes in the fuel they use to generate electricity. So how can government or Lesco pay these billions of rupees themselves, said another official of the power sector. He suggested that the consumers should be told the actual picture and they should not be kept in darkness about the matter. The matter should also be taken with the Nepra that why the regulator determined the fuel charges of the months of April and May so late by directing the company to include this levy in October and November bills, the official said. On November 21, the Lahore High Court suspended the recovery of fuel adjustment charges for the months of April, May from 35 petitioner factories. The petitioners had contended that the bills for the months of April, May had been paid, therefore, it was a close and past transaction and respondents were not authorised to receive fuel adjustment charges for the said months. They prayed the court to set aside fuel adjustment charges and notification be issued in this regard besides restraining respondents from any adverse action against them.
