LAHORE - Lahore Development Authority has issued a report of annual performance of the authority which claimed to strive for the betterment of Lahore during the year 2013.

As per report, TEPA, a subordinate agency of LDA, completed the gigantic project of the first-ever metro-bus system of the country, in shortest possible duration, at a cost of Rs 30 billion in the provincial metropolis.

During the year, LDA also had to suffer the irreparable loss of precious lives of its 22 officials, as a result of the tragic fire incident at LDA Plaza, on 9th May 2013. However, all possible steps were taken for the financial assistance and welfare of the families of these martyrs.

Through legislation, the Punjab Assembly extended the jurisdiction of Lahore Development Authority to the whole of Lahore Division. LDA has now been entrusted with the task of master planning and executing projects related to the development of infrastructure and approval of private housing schemes in the adjoining districts of Lahore including Kasur, Shaikhupura and Nankana Sahib, as well.

In order to ensure quick implementation of development projects and making LDA an efficient public-service organisation, the Governing Body of Lahore Development Authority has been reconstituted with Punjab Chief Minister Muhammad Shahbaz Sharif as its chairman.

LDA launched a new housing scheme, namely LDA City, along Ferozepur Road, which will spread over an area of 45,000 Kanals, for providing housing facilities to the increasing number of people in the city.

It has also kicked off work on setting up specialised institutional, commercial, industrial, recreational and housing zones along both sides of the River Ravi under the title of Ravi River Development Zone. A Strategic Policy Unit has also been established in LDA for providing technical input for these two and other similar projects in future.

Work for construction of new road from New Azadi Chowk to Masti Gate has been initiated and will be completed at a cost of Rs.1.35 billion. Work for construction of four-lane dual carriage way from LOS Ferozepur Road to Multan Road was also in progress and the project is estimated to cost a sum of Rs. 2.5 billion.

Town Planning Wing of LDA collected a sum of Rs. 2.432 billions on account of Commercialisation Fee, including Rs 2.323 billion under the head of permanent commercialisation and remaining Rs 110 million against annual/ temporary commercialisation with sealing 570 properties on not paying commercialisation fee during the year 2013. Seeking permanent commercialisation 435 applications were disposed of while out of 7180 applications, received for approval of building plans, 6936 were disposed of and completion certificates of buildings were issued on 1190 out of the 1257 applications.

Metropolitan Planning Wing of LDA declared 83 housing schemes illegal situated within the LDA controlled.

After amendment in the Lahore Development Authority Act 1975 and Punjab Private Housing and Land Sub-Division Rules 2010, no other Authority or Town Municipal Administration/ Tehsil Municipal Administration or any local body or any other Government Agency, except Lahore Development Authority, is authorised to approve any private housing scheme/ land sub-divisions in Lahore Division after 19.09.2013.

The LDA launched crackdown against a number of approved private housing schemes which violated scheme plan approved by LDA, sold the mortgaged plots, carved out plots in public utility sites or illegally extended their schemes without getting necessary approval. It set up a special counter No 22 at LDA’s One Window Cell for providing necessary information to them about the legal status of private housing schemes and plots situated in them with ensuring completion of development works. The One Window Cell disposed 63,462 applications out of 64,425 applications during the year 2013 and the Cell disposed of about 6706 out of 6711 applications for transfer of letters with disposing of applications of various types.

The Security Featured Documents Cell of LDA issued a total 13254 documents of 14 different natures including allocation letter, completion letter, physical possession delivery, entitlement letter, exchange letter, exemption letter, legal heirs, ownership requisition, PTM, physical possession, possession order, qabza patwari, sanction plan and transfer letter during 2013.

Improvement and widening of service roads along both sides of the 3.75 kilometers long Khyban-e-Firdousi, from Showk Chowk to Shoukat Khanum Hospital, was carried out at a cost of Rs.80 million. Construction of a sixty feet long bridge as well as an approach road at Cahndni Chowk, Quaid-e-Azam Town incurred an expenditure of Rs.30 million. Improvement and carpeting of road from Moulana Shoukat Ali Road to Chandni Chowk road was accomplished with a sum of Rs.23.5 million. Patch work of Canal Road from Tokhar Niaz Baig to Shahra-e-Quaid Azam was completed at a cost of Rs.23.10 million.

Project of widening and improvement of Khyaban-e-Jamia Punjab was executed with a sum of Rs.63.8 million. Repair and maintenance of internal roads of LDA housing schemes was also carried out during the year 2013 at a cost of Rs.200 million.
