ISLAMABAD - Since the promotion of around 20 top bureaucrats is in limbo due to delay in meeting of Central Selection Board (CSB) for pending ACRs of senior officers and other potent reasons, yet discrimination is also being feared in the allocation of secretariat group's vacancies in the Federal Secretariat to the DMG and others.

"Around 30 senior officers would be interviewed for final selection of around 20 seats of grade-21, which are currently lying vacant ...but still ACRs and other matters are not finalized," sources in the Cabinet Division told TheNation. Most of the officers from the Secretariat Group fear they would be deprived of promotion opportunity keeping in mind the promotion criteria adopted last year when only 25 per cent of such group was promoted. "There should not be discrimination in promotion as such matters should be dealt with fair policy," a senior official shared desiring not to be named, adding that there are some examples of discrimination which should not be repeated.

It was learnt that in 2005 it was decided that 70 per cent of vacancies of Senior Joint Secretary would be allocated to a major group of federal services that is the Secretariat Group while 30 per cent of the vacancies would be allocated to all groups. While in the last year, the Establishment Division had allocated 22 vacancies in BS-21 to DMG and only nine vacancies of BS-21 to Secretariat Group and five vacancies to other groups. The total number of vacancies counted was 36, which indicates that major share of 61 per cent of BS-21 vacancies to DMG and only 25 per cent to Secretariat Group and 13 per cent to other groups.

The sources said that around 30 officers of different groups including Abid Bashir (Joint Secretary, Textile Industry Division), Inam-ur-Rahman (Director General, Staff Welfare Organization), Abdul Raziq Khan (Member Finance Heavy Industrial Board), Iftikhar Hussain Shirazi (Director General Wafaqi Mohtasib), Zumarrrad Hussain, JS Finance Division, Arshad Mahmood Joint Secretary, Cabinet Division, Riaz Ul Ilsam, Joint Secretary, Khurshid Ahmed, Joint Secretary Finance Division, Muhammad Ikram, Joint Secretary, Kashmir Affairs, Sarwar Khan, Joint Secretary Interior Division, Muhammad Hafez, DG Wafaqi Mohtasib, Aamir Hasan, Chief Instructor, Nadeem Shafiq Malik, Joint Secretary Finance Division, Arif Ibrahim, Executive Director (HR/Admin), Mukhtar Ahmed, DG (Operations) BISP, Arshad Ahmad, Joint Secretary, Finance Division, Omar Hamid Khan, JS PM Secretariat, Abdul Akbar Sharifzada JS Finance Division and others would be interviewed for the promotion to grade-21 and around half of them would be promoted. It may be mentioned here that the Establishment Division in this regard had written to the secretaries of different ministries a couple of days back in which the evaluation reports of the grade-20 officers, being considered for the promotion, were sought from different ministries.
