LAHORE – Lahore Development Authority Director General Ahad Cheema has ordered the reinstatement of Additional Director General Ihsan ul Haque, who is retiring on April 2nd, as enquiry officer of about a dozen important cases of corruption, sources disclosed on Thursday

LDA officials, while criticising the act of the newly posted Director General questioned how Haque could complete these enquiries within a couple of days? Another question which rises is if the government would grant him an extension or he would complete the enquiries as a contract officer?

The DG issued official order number LDA/ADMN/PS/2300 dated 26th March to complete the enquired by 3rd April. The new orders cancel previous ones issued by former DG Abdul Jabbar Shaheen who had shifted the under trial enquiries from ADG Ihsan ul Haq to Additional DG (Housing) Irfan ali Bhatti.

The sources further revealed that former DG LDA Abdul Jabbar Shaheen withdrew the powers of Ihsan ul Haque as enquiry officer for 11 very sensitive cases including CMIT enquiries because he would not have been able to conclude the enquires before his retirement. However, Mr. Ihsan ul Haq perceived the move as offensive and launched a defamation campaign against the Ex-DG.

It was also learnt from a reliable source that Additional DG Headquarters Ihsan ul Haque was making a hasty attempt to dispose-off the enquiries, by relying on inexperienced Assistant Directors working on contract basis. The ADs have been asked to complete enquires and submit a report before 3rd April, this too is a misuse of power because Ihsan ul Haque is not authorised to depute officers for the purpose.

Meanwhile, the important question remains that if these sensitive enquires have not been completed during the past many months, how could they be completed in one week alone?

It has also been reported that through these enquiries Ehsan ul Haq is settling personal scores with other LDA officials, which was the main reason he did not complete these enquiries earlier and agitated when he was removed.

It is also important to mention here that when the enquiries were first entrusted to ADG (housing) Irfan Ali Bhatti, he tried to go abroad by availing Ex-Pakistan Leave of one year, but as Chairman LDA and DCO Lahore Ahad Cheema had cancelled the leave and ordered Bhatti to continue his duties.

However, the DG was not available for his version on the reinstatement.
